The University of Pennsylvania has announced its agreement with the Department of Education to comply with the Trump administration's new Title IX rules, which may result in transgender swimmer Lia Thomas losing her titles.

According to the university's statement, "NCAA eligibility rules changed in February 2025" and they will adhere to these new rules. This decision comes after the Department of Education opened an investigation into UPenn's compliance with Title IX in February 2025, determining that the school violated the 1972 law banning sex discrimination in athletics.

University president J. Larry Jameson said the school is committed to "ensuring a respectful and welcoming environment for all" students, but "we must comply with federal requirements, including executive orders, and NCAA eligibility rules."

Thomas, who graduated from UPenn in 2022, won a NCAA title and three Ivy League titles during her time at the university. As a result of the agreement, the university may strip Thomas of her titles and "review and update the Penn women's swimming records set during that season to indicate who would now hold the records under the current eligibility guidelines."

The university will also release a public statement "reaffirming our commitment to fully comply with Title IX" and "apologize to those who experienced a competitive disadvantage or experienced anxiety because of the policies in effect at the time."

While the university's decision may be seen as a setback for transgender athletes, it remains committed to fostering a community that is welcoming, inclusive, and open to all.
